I think public viewings are a great idea, but I thought it required permission from the film maker/producer beforehand?
Public Libraries are an idea too. Get the local VFW or local charitable group to sponsor the showing.

I'm sure at this point, these guys want as many people to see the movie as possible. You are right about licensing, I'm sure organized events will coordinate with www.stolenhonor.com
