Amadeo Rossi was an Italian immigrant to Brazil. He started off in some type of other metal working before making guns. The company was taken over by it's rival, Taurus a few years ago.

Yes. Berretta is Italian, except for the 9mm used by the US military. They are made in America by Berretta, USA. Not unlike the US, South America received a great deal of European immigration in the 18th, 19th. and 20th. Centuries. The original "Rossi" in Brazil was probably from Italy, a long time ago.
A decent single-station press is about $200 dollars. A "progressive" press (damn, but I hate using that word to describe a reloading press) for under $400.
You can get started reloading for under $500, including a supply of powder, primers, lead furnace, bullet mold, etc.; assuming you have empty brass.
I can reload .38, .357, .380, 9mm, .223, .270, 7mm Mag, 12ga, and 16 ga, including bullet/shot-making. I have nearly a lifetime supply of powder, primers, and cases; 2 presses, lead furnace, molds, powder scale, and all (unnecessary but nice) accessories for under $1500 dollars.

This was my first knee-jerk reaction...
It has the potential to put a lot of companies like RCBS, and the like, out of business...
Not to mention that if that activity becomes illegal, the possesion of powder and other sundry materials (i.e. primers, bullets) will be illegal...Might have to turn 'em in...
Funny reloading story...My Dad was into that years ago...And thinking about it, I hope he still has all the RCBS (I'll call in a bit)...
Anyway...He used to do all his reloading for the long range target competitions he used to do in the 80's and 90's in my old room after I left the nest...Well it was a carpeted room, and with all the stuff he did, he got to be a bit afraid to vacumn in that room...The maid service he had found out the hard way one time...
Cost him a new vacumn cleaner, and a lot of on your knees picking up primers that fall of your workbench...hehehe
Anyway, I figure that was a location and visual story for the most part...But still funny...You get the idea...

I wouldn't worry too much about this. The Adults are in charge now. This proposal isn't going anywhere.
The leftists are still in charge in California, and this is a California proposal. If it gets written up as a bill, the legislature will pass it, if not this year, then next year. Some bills take more than one session to make it through. For instance, it took a couple of years for the legislature to get a ban on .50 BMG rifles through, but they succeeded this year.
I never thought about the effects of reloading dust buildup on synthetic carpets! I guess in time it could combine with static electricity or other ignition sources? Better a smooth floor for continuous cleanup.
