Molding cast lead bullets will probably be a crime, similar to manufacturing a silencer, or sawing off a shotgun barrel.

I can't imagine any criminal would make the effort to mold a bullet without a serial number. That's almost as bad as filing off a serial number or killing someone.

Criminals won't bother to mold their own bullets, they could care less. The point is it will outlaw "unlicensed" reloading.
