The timing is highly suspicious.
Rove probably rented the cars for OBL, to make it easier for us to identify him, so we could then kill him. Of course, Rove didn't do this until he had already arranged for OBL to make a video for him so Bush could get a lead in the election.
Heck, it wouldn't surprise me if Rove has planted one of those little square boxes on OBL's back so that not only can he tell him what to say, he can also track him, and "get him" before the election.
