Sure, if his discharge says something about having been less than honorable, some voters will change their vote away from him, but I want to see if some military review board judged that Qerri "gave aid and comfort," or "collaborated with the Viet Cong (during time of war)."
It seems to me that such a statement would make Jean ineligible for his past Senate stint under fraudulent representation of qualifications, and disqualify him from being on the ballot here in '04, according to Section 3 of the 14th Amendment to the Constitution. The only remedy for Qerri after such an early '70s determination by a review board with appropriate contemporaneous jurisdiction is a 2/3rds vote of Congress, which is a level not sufficiently circumvented by even a Presidential Proclamation or Executive Order carried out retroactively in 2001 (presumably having been set in motion by the Sinkmaster). Too clever by half, Jean!
