70. De-politicize Tribal Gaming. YES. Provides a standard gaming compact for any legitimate Indian tribe that asks for it, assessing the corporate tax rate while restoring a free market to operations on Indian land. It would remove gaming from the tortured political environment that now has pitted tribe against tribe in winning monopoly franchises. Your reference to tortured conditions of casinos competing with each other is starting to be felt just in the sheer numbr of them. Butte county is one of the poorest counties in state, and the 3 casinos there are hurting each other.

Couple of problems that aren't being discussed in the ads on radio,TV, etc.
l. Arnold is getting much more money from the tribes NOW with the current compacts. The corp rate they are asking for in the Prop is less than 9%, and that is based on taxing PROFITS. It doesn't take very smart bookkeeping to get no "Profits" just by paying every tribal member more money on the payroll, something the tribe can do without any input from the state or the taxpayers. I can turn you from profitable to no profit in practically no effort or time. The current compact are based on number of slot machines, which the tribe has to pay for whether they are making money on them or not. As the casinos proliferate, they will be competing with each other instead of Nevada, and then the brown stuff will hit the fan, as the compacts are for 20 years, I think.

The other big snag in Prop 70 is that it is for a period of 99 YEARS....Yes, I said NINETY NINE YEARS. Who the hell in today's world would saddle their state with a 99 year deal at such a low corporate rate?

At the speed with which Calif is driving out business, you can expect the corporate rate to decline, as they try to desperately bring employers back to Calif in about 5 years.

99 years and less than 8% tax rate is a deal written by the Indians, promoted by the Indians, and overseen by the Indians. Fox is in the hen house---AGAIN.
