It sounds like Rather's script writer got a hold of an LBJ era version of "How to Talk like a Texan" from a used book store and feeds these lines to him so that he would sound folksy.

Amazingly it appears that CBS takes some sort of pride in the bizarre speech of their news "flagship." They performed a simliar compliation for an article of their own. SEE HERE
