It's my understanding that Suha doesn't know where his money is and they have to "keep him alive" till it's figured out and they can get to it. I guess the appropriate Swiss bankers have to be bribed to access it.
The Swiss bankers will keep it for themselves and claim that no money was ever deposited there, like they told the Holocaust survivors.
