Bush didn't DOUBLE for nothing the out-the-door budget of the NIH prior to copping Clinton's exact "compromise" on ESCR. I'll also check to see if "60" was in the EO. I certainly did not intend to imply he lied in the Executive Order -- the GOP is generally quite frank -- startlingly so -- about memorializing their exact intentions in government documents. But I'll check to be sure.
