Well, NYC is divided into at least 5 counties (same as the boroughs), one of which (Staten Island) went for Bush. Long Island is 2 counties, which alone contain 3 million people. So 11 million of NY's 19 million people live in just NYC & LI. But I get your point.
Take away Newark and NJ would have been a hell of a lot closer....
