Yes it did. At the end it states that the Secretary of State in NM kicked the republicans out. Why else would she kick them out?

AS for who the vote helped, consider the gov of new mexico is Bill Richardson and he headed Kerry's campaign in New Mexico so we may be able to draw conclusion from there.
Well, one clue to the fraud might be that the Dem. Sec. of State is going to court to bar Republicans from looking over her shoulder while she counts. :-)
The Washington Times and Opinion Journal (an offshoot of The Wall Street Journal's op-ed page) are definitely not part of the biased left-wing media. Either they were not officially told which candidate was receiving the illegal ballots, and therefore did not speculate, or their editors felt that stating a Democrat operative was trying to keep Republican observers away from the counting process was enough to inform the reader.
