The "guest worker program" is far worse than an amnesty. It simply decriminalizes employing illegal aliens. The illegals get to stay, but they do not get to become Americans. Rather, we construct an entire subculture of non-American, rights-deprived slave laborers.BZZZT. Wrong.
Guest workers would be permitted to pursue permanent residence and citizenship under the Bush proposal.

Guest workers would be permitted to pursue permanent residence and citizenship under the Bush proposal. And their years of lawbreaking will not be penalized under United States code. They will pay a one-time fee instead of being charged as an illegal alien. Their employers will similarly be excused from criminal prosecution for the crime of hiring or harboring illegal aliens. This is an amnesty plan.
