Bush said he will develop a immigrant worker plan, not an amnesty. The Bush plan, as well as the Kolbe/Flake/McCain plan upon which was based, are amnesty plans - they offer forms of amnesty. No, they're not "blanket" amnesty, but they are amnesty nonetheless.
