Conservative groups are out to take back California with two petitions demanding fair districts and a part-time legislature.
All they need are signaturesmore than 600,000 of them, per petition.
Nevertheless, leaders of the most recent movement say they will succeed where several previous petition drives failed. Leading the group is Ted Costa, who said the group has 100,000 signatures for their redistricting initiative.
Costa and his group, Peoples Advocate, submitted paperwork for their petitions in October. Costa, a veteran of the gubernatorial recall, started accepting signatures after the Nov. 2 election. The petitioning group had previously submitted paperwork for the redistricting initiative in spring of 2004, but retracted the effort after conservative leaders advised an after-election campaign. Costa claims the move could improve their fundraising drive.
Calling the movement Fair Districts Now, Costa said he plans to have the signatures for the redistricting petition by January. If he succeeds, the petition will go before voters in March.
We are waiting to see how it goes, he said. This is the single most important thing you can do to change Californias government.

According to Costa, the 2003 redistricting efforts have favored Democrats. He points to the words of retiring Sen. John Burton, D-San Francisco, as evidence. According to the Fair Districts Web site, http://www.fairdistricts.com, Burton said that, in spite of election outcomes, there will be Democrat majorities in the Assembly and in the Senate and even if the governor was elected God, he couldnt change that.

Its been defeated every single time and we side with the voters, said Bob Mulholland, campaign adviser to the California Democratic Party.
Mulholland said Republican judges and governors from both parties have approved previous redistricting made by the Democratic-controlled legislature.
Yet, Costa has the vocal support of the four previous governors...

Sure, its the big sledgehammer approach to the problem in California, but I, for one, would be more in support of a part-time legislature than a fair redistricting plan.
Also, I don't see any downloadable petitions anywhere, only the mention that it cannot be downloaded because of the 'legal' size. I'm assuming is the choice of paper size.
I think that for any petitions to really succeed, you would need the support the gunshows and 2nd Amendment proponents.
During the run-up to the recall, I remember gunshow after gunshow, gunowner after gunowner, circulating petitions.
Arnold tried his best to get more GOP candidates elected. He didn't fail because the system is rigged. Its time to change it.
First things first. I'll trade a part-time legislature for more competitive elections. An even playing field will greatly enhance Republican clout in California. In a state in which we routinely get 45% of the popular vote, we should get like 35-37 Assembly seats and 16-17 in the State Senate. We're underrepresented. With more GOP clout, the Democrats in the State Legislature will stop passing extremist proposals that undermine our economy and coarsen our culture.
