Saudi Arabia has a better system then we do... that's a hard pill to swallow. So is the fact that France is #1.
Hard to swallow... until you realize that it's coming from the United Nations. Then it becomes meaningless.
You have to remember what the standard is. In Saudi Arabia if you abuse drugs or have a few drinks they start chopping off body parts, hence not too many drunks or druggies. I prefer our system obviously although freedom does allow for the freedom to do things that might damage your health.
