Guiliani wants to run for president. He can't run the risk of losing to the Hildabeast and then running against her for president. Remember the presidential campaign would begin within a few months of the senatorial election, back-to-back campaigns would be incredibly difficult.
Then again, it worked out well for Abraham Lincoln (although I have a feeling that the campaigns were a little easier back then).

Rudy isn't going to run for president, and probably isn't going to run for senator.

He's been making it pretty clear (how comes no one listens to him when he actually speaks?) that he'll probably run for governor.

In almost all referances to future office (which he has said he'll run again), his referances have been to state office. I do remember an interview during the convention when he noted that governors get elected president, while senators do not.

Pataki has been wishy washy, but its clear he's not going to run for president, and his top guy (either chief of staff or top advisor) basically blasted Bush for ruining Pataki's chances of ever becoming president. He will run again, the question is governor or senator, and my bets on senator.
