The fact that the count hasn't been finished yet will diminish the likelyhood of them getting a re-count anytime soon.

If their desire is to manufacture votes for Kerry by examining "spoiled" ballots, a recount won't do that. All a recount does is... well, recount the votes. I believe that is already being done in the official canvassing process.
