Arafat was NOT a master of "public relations." He was a master manipulator of the leftists' latent hatred of Jews and Israel. Ever since WWII, the left has "felt guilty" about what happened to the Jews of Europe, but the old hatred has always been there, bubbling below the surface, and it wasn't until Arafat came along with the sad story of the poor, oppressed palestinian people that the left could allow their hatred of Jews to come back to the forefront. Arafat gave them reason to think, "hey, maybe the NAZIs were justified in what they did! And after all, we're not so bad. Those Jews have just been playing us for fools, making us feel guilty!"
