By this reasoning getting all the terror thugs on the run with nowhere to sleep or hide after a series of such "empty victories" will really be hollow. There will be an almost complete reduction of their attacks and that will be really "empty" in the eyes of the press. They they'll write about how even though we've reduced the attacks to insignificance, it's not a real victory because we could have done it more "gently."
