That's what he quoted in explaining his vote to acquit Clinton in the impeachment trial. There is a provision in Scottish Law for "Not Proven", that is, not necessarily innocent, but not enough evidence to convict.

(It's all hooey in the Clinton case. The guy was guilty as sin but Specter was looking for political cover.)
