It depends on how you mean by 'resize'.
No, not revisiting the definition of what "is" is, lol! :^D
If you want to take an existing pic and making it APPEAR smaller or larger, then choose a smaller or larger dimension of the current original size and enter that dimension instead, like The Mayor said there.
But if you want to physically make a smaller or larger picture, that would require special software that can be bought via eBay, and relatively cheaply, too. (Mine was ~$15, including shipping). And having a website to host the new picture.

The image on the Freedominion site is a banner ad that links to another page.
When you right click on it, the properties include the link address AND the image location "http://www.freedominion.ca/bushbanner2.gif", which is what you want to use in the IMG SRC.
Somebody should tell the nitwits who plan to protest against our president up there: yer just going to make him more popular in the red states, eh.
