Boost phase targeting is good and needed. What we should put in place is a space based laser zot targeted via GPS or laser sighting. Perfect for terrorist elimination, anti-aircraft sites, and high value motorcade destruction.
A covert death ray that evaporates targets on contact is the 21st century alternative for some covert ops. Would also work wonders as a border control alternative.
