No...you need a majority of votes available...not a PLURALITY...see the election of 1824, the election of the "corrupt bargain".
But if Ohio doesn't send any electoral votes, then the total number of qualified electors drops to 518, and the majority of THAT number is 260. Check the Constitution: It's an absolute majority of the QUALIFIED ELECTORS that's required. If a given state doesn't qualify any electors, well ....
1824 does not apply. OH votes would not be cast for anyone. The US Constitution clearly states it is the absolute majority of the E.V. votes "cast".
