Actually the vote gets certified but the electors are not officially slated untill Dec 13 (the first Monday after the second Wednesday in December) so they better get going

OOOps, need to correct myself the electors need to be turned in on the 13th of Dec. The electors need to be officially slated 6 days prior Dec 7th.

Once the ballots are signed and seal by the Sec of State the election is certified. Do a google seacrh on "safe habor provision".

If the election is NOT certified by December 6th, Ohio could lose the vote.

I disagree. When Blackwell certify Ohio election results he will announce that President Bush is the winner of Ohio and its 20 electoral votes. The Ohio Republican slate of electors is the one that will cast their votes for President on December 13th on behalf of the state of Ohio.
