The amount of time doesn't matter. I believe no one ever died before he would have repented. God gives us all we need to come to him. Some do. Some don't.

The price paid for mass murderers who do not repent is a Biblical one. Old Testament justice so to speak. Unrepentant folks who bring eternal physical death to innocents get an eternity devoid of God. From my vantage point it doesn't get any more biblical than that.

Absolutely not. Infants are INNOCENT. They may have been born with a sinful nature, but they were innocent. God would never send an infant to hell, never.
