From: Roy Beck, President, NumbersUSA Date: Monday 6 DEC 04 10:15 p.m.

Some good news on 9/11 bill.......Phone hard Tuesday morn for another miracle

Dear opponents of drivers licenses for illegal aliens,

If ever there was a time for you to try your hand at making a phone call, Tuesday morning is it.

Please follow the instructions below for making that one phone call that could postpone the gutted 9/11 bill until it can be strengthened in January.

Use the links in the IN THIS EMAIL box to the right to get to the instructions quickly. Or click here for action instructions.

Try to act before 10 a.m. EST Tuesday. (But later calls will still help if you can't do until then.)

Hear me clearly: Victory is still possible. But it will NOT happen without thousands and thousands of you answering the call to make the call.

Read on.

1. TRUTH SQUAD......Contrary to nearly all news media this evening, we have NOT lost yet

Do not believe what nearly all the news media have been saying about the gutted 9/11 bill being assured of passage now.

Yes, Armed Services Chairman Duncan Hunter caved this afternoon and accepted a deal from the White House having to do with intelligence and military chains of command issues.

But you and your allies in the U.S. House still have a chance to stall the bill.

Since you helped pull off the miracle two weeks ago in which House Republicans rebelled and forced postponement of the bill, the media and the Senate negotiators have tried to say the whole impasse was over Pentagon concerns -- instead of immigration concerns.

Now that Pentagon concerns have been met, they are sure the disagreement was solved.

It is all based on bad reporting. But it could be self-fulfilling bad reporting if you don't ring your Representative's phones off the hook Tudesday morning.

2. RESCUE.......Chairman Sensenbrenner lifts all of our spirits by continuing his leadership

At the darkest moment late this afternoon, rumors were circulating that House Judiciary Chairman James Sensenbrenner was not going to be willing to stand alone in opposing the President from his own party, the House GOP leadership, the Senate GOP leadership and most of the media in the country.

The Wisconsin Republican was in Europe most of last week. Nobody was quite sure how he would react arriving to the changed state of affairs this afternoon.

But the White House has done nothing to address the fact that the 9/11 bill ignores most of the immigration-related recommendations to make the country more secure.

And Rep. Sensenbrenner issued a statement tonight that -- unlike Hunter -- he does not intend to cave to White House demands!

"The time to address these issues is now, not next month, not next year," he said. "Hollow promises of future consideration are just that -- hollow promises."

Like the cavalry to the rescue, Mr. Sensenbrenner finally reappeared tonight saying that he was tired of the Senate having a "September 10th" mentality in a post-September 11th" world." The Senate and the White House are trying to stuff down a bill that fails to deal with critical issues of safety, he said.

The cavalry general has taken his position directly in front of imposing opposing forces.

It is now up to all of us to drum up the troops (your Representatives) to stand beside him tomorrow in as great of a show of force for immigration sanity as can be mustered.

3. RALLYING THE TROOPS.....Sensenbrenner to speak to called meeting of the Congressional Immigration Reform Caucus at 9 a.m.

The chairman will be speaking for the first time ever to the 71-Member Caucus led by Rep. Tom Tancredo.

This is nearly the largest Caucus in Congress and can be a formidable force for Speaker Hastert to have to face if it sticks together.

Click here to see if your Representative is a Member of the caucus:

www.house.gov/tancredo/Immigration/members.html

If a Member of the Caucus, the Representative needs to hear an especially firm word from you on the phone tomorrow urging him/her to stand with the Caucus.

4. PREPARING THE WAY.....9/11 Families and NumbersUSA made pitch to most GOP Representatives on the sidewalk tonight

Like voices crying in the wilderness, 9/11 Families for a Secure America and NumbersUSA tonight prepared the way for the showdown tomorrow.

They stood at the entrance to a restaurant where all the GOP Representatives were attending a holiday reception before walking over to the White House for the big Christmas Party there.

They carried a big sign that said:

Support the 9/11 Families: Oppose the Intel Conference Report

Every Republican who came to the restaurant had to walk up to that sign before going through the door.

The 9/11 families engaged as many of the Representatives as they could as the Members arrived with wives and husbands.

Rosemary Jenks (our Director of Government Relations) reports that there was a great deal of resentment and anger expressed by the GOP Representatives about the way the 9/11 bill negotiations went today.

5. SHOWDOWN......GOP Conference meeting forced

Our strategy with our congressional allies all day has been to make enough noise and stir up enough agitation and intense feelings to force Speaker Hastert to once again have to face all the GOP Representatives in a closed door Conference before he decides about bringing the gutted 9/11 bill to a floor vote.

I am overjoyed to report to you that a Conference meeting is now scheduled for 10 a.m. Tuesday.

Hopefully, the Immigration Reform Caucus meeting will have a critical mass of Members sufficiently worked up to establish the dominant emotion at the Conference meeting.

The goal is to show Speaker Hastert such vehement opposition to the gutted bill that he will decide against bringing it to the floor and instead put it off to be re-worked in January.

That's the long-shot plan. The rest is up to you to send every Republican into that meeting knowing he/she will hear a lot of noise if they let this bill go through.

6.ACTION.......Phone your Republican Representative with clear message

If you have a Republican Representative, call the DC office and make one or more of these points:

* Go into that Conference meeting and make it clear that you do NOT support the compromise 9/11 bill.

* Personally tell Speaker Hastert that you oppose the compromise 9/11 bill.

* Sign a letter to Speaker Hastert against the compromise 9/11 bill (Rep. Tancredo is carrying the letter.)

* A vote for this bill will be counted by the ABI Immigration Grades as a vote in favor of driver's licenses for illegal aliens.

* Quote from Sensenbrenner.

* Quote from the 9/11 Families' statement below.

* Not one problem of immigration has been fixed since the last GOP Conference meeting two weeks ago.

* The GOP Conference overwhelmingly opposed this bill two weeks ago because it left giant immigration loopholes in our country's security. Not a single thing has been changed in the bill. It deserves the same fate now as two weeks ago.

7. ACTION.......Phone your Democratic Representative

Although your Democratic Representative won't be able to affect whether Hastert brings the bill to a floor vote, you need to be pushing for a NO vote if there is a vote.

The Democratic leadership of House and Senate appear to be solidly in support of Pres. Bush and this compromise bill.

The assumption is that nearly all Democrats will vote with Bush.

If you have a Democratic Representative, you've got to flood the office with calls all morning to make sure he/she understands how unpopular Bush's plan is with their constituents.

The Democrats unfortunately have made the assumption that nothing they do to entice and reward illegal aliens can hurt them politically. Your job is to give them a taste of a different analysis Tuesday morning.

Statement of the families of the victims of September 11, 2001

www.911fsa.org

December 6, 2004

We, the members of 9/11 Families for a Secure America, representing the families of three hundred of the victims of 9/11, strongly urge rejection of the 9/11 Commission Recommendations Act as it has been reported out of the House-Senate Conference Committee.

Because Senate negotiators failed to compromise in any meaningful way, the conference report lacks nearly every important border security and secure identity document provision of H.R. 10. The conference report is almost as much of a threat to America’s safety as that which was originally introduced by Senators Collins, Lieberman and McCain.

Their bill guaranteed continuation of the conditions that allowed the 9/11 terrorists to murder our loved ones.

It guaranteed that terrorists would continue to be able to freely enter the United States.

It guaranteed that terrorists could remain here virtually without fear of capture while they plan, finance, rehearse and carry out future attacks.

It guaranteed that they could use worthless "identification worthless “identification” documents which are issued by foreign governments for the sole purpose of allowing people to evade U.S. law enforcement.

Finally, despite the fact that the 9/11 terrorists had obtained 63 authentic state-issued driver’s licenses, the Collins-Lieberman-McCain bill guaranteed that future terrorists would be able to continue getting licenses in any State that chooses to grant them.

In nearly every vital respect the conference report fails to improve upon the Senate’s original version. It creates a façade of security, while failing to take the necessary steps to prevent future 9/11s. It is an insult not just to the American people as a whole, but particularly to the memories of our murdered loved ones. The conference report even preserves the current federal policy of recognizing as valid “proof” of identity for boarding airplanes licenses from states that issue to any applicant regardless of lack of established identity. This is the ultimate expression of contempt for the 3,000 dead of 9/11.

The report of the 9/11 Commission specifically refers to the 9/11 terrorists’ U.S. driver’s licenses as having “assisted them in boarding commercial flights, renting cars, and other necessary activities.” It recommends that “[t>he federal government should set standards for the issuance of birth certificates and sources of identification, such as drivers licenses.” The staff monograph, “9/11 and Terrorist Travel,” states that border security must be made a “cornerstone of national security policy.” H.R. 10 addressed these important points; the conference report does not.

We are aware that the very Commissioners who attached their names to this report have been running away from their own document. We are also aware of the intense pressure on House Members because of the intransigence of opponents of border security in the Senate and elsewhere. We ask that Members recognize the essential nature of the border security recommendations and not surrender to the Senate.

As the conference report now stands, it must, out of respect for our murdered relatives and for the safety of our nation, be defeated.

Thanks! I really recommend that everybody do this.

Even if they do end up passing it, we absolutely need to remind them of America's stance on this issue.
