I guess they figure that there isn't enough people on the public dole yet to pass by 2/3 vote so they need to lower the passing percentage in order to more easily pass tax measures. Kind of like in Washington State where 60% is needed to pass school levies. There is always someone trying to get this changed to majority vote. There isn't enough people employed by the school system yet in order to get this passed. Never fear, they are always hiring and I figure it will get changed within 3 years,especially since government keeps increasing funding, thereby providing more employees.
