Severe summers here, FRiend. And Tucson is very liberal. Phoenix is just a touch hotter, but far more conservative.
I was in Phoenix one day, just passing through. It was hot alright, but then it rained and looked like Venice, Italy with a Western flavor. No streets, just canals. It all boiled off quickly, so the lack of street drainage wasn't that much of a problem.
