If I were Bush, I would hire the smartest, most with-it CEO I could find. Make an emotional appeal to the guys ego to get him to take the job." Nobody is a superman. There are physical limitations on how many reports one could read [and understand] during a day and how many decisions [especially well thought through ones] one could make during the same day. Thus the job calls for a good delegator with an excellent and coherent support staff.

Sure, the head of any govt. agency needs a good staff....
But, as the the CEO of Costco said "Show me a 'big picture' guy and I will show you a guy who is out of the picture"
This job requires someone who is a stickler for details and on top of everything, IMHO. Kerik never struck me as that type of guy. Nor did Tom Ridge.
I don't want a street cop (Kerik), nor a politician (Ridge), nor a back-office policy wonk.
Personally I miss the days of James Baker, former Secretary of State for George Sr.....that's the type of guy I want.
