When the OKC bombing occurred, Clinton was falling fast. Donna Shalala had made a remark a few days earlier that we didn't send our best and brightest to Viet Nam. There was an uproar from coast to coast that had accelerated the downward spiral of the Clinton presidency. The remark was immediately forgotten when OKC occurred, and I haven't heard it mentioned since (until now).
OKC saved his presidency. That was his turning point as he used it to blame the opposition. Was it a brilliant reaction on his part, or was it pre-planned?
