Nah. Butch is a Democrat, which Covington leans that way. But the entire surrounding area is Republican. He's at the peak of his political career.

This reminds me of the video vigilante who wanders around videotaping johns picking up pros and catching them in the act. I believe he turns the evidence over to the cops, and/or threatens to tell the guy's family if he catches him again.

Funny to me, but humiliating to those involved, I'm sure.

Yeah, good idea for them, but we get them across the river in Ohio as they flee tough enforcement to a city of weenies.

One of the things you have to do is convince the prostitutes to stay out of town or leave the business--in so far as possible.

So: When a cop hauls one in, the judge has to give some penalty. A few nights in jail on the third or greater offence and they don't visit the town. ONE judge should handle (sorry!) all prostitution, so they can track. Also, cops don't try unless the prosecutors and judges try too. There's more coordination required here than it sounds like.

Some social service agency/chruch group has to help some (can't do all) of the girls, usually younger and on drugs.

It's worked to some degree in DC, believe it or not. Not glorious, and not good enough for political grandstanding, but it does make a really noticeable difference.
