It's all LEGALLY CAST ballots that are to be counted. Not under votes, over votes or ones cast by Felons, Illegal Aliens (or even LEGAL aliens) or write-ins done with crayon

If the Supremes had allowed hand counting of all ballots in FL in 2000 there's no doubt Al Gore would have won, too.

IF the complete state would have been hand recounted Bush's margin of his WIN would have been in the TENS of THOUSANDS in Floor-I-duh.
About EIGHT recounts have been done, including the spoiled ballots that were not included when the counting 'stopped'. ALL results were the same -- BUSH won Floor-I-duh.
The 'Supremes' didn't stop any counting - PERIOD. They correctly ruled that the Floor-I-duh 'supremes' original ruling was in error and that what they (FL supremes) did was in fact was an attempt at changing the Floor-I-duh election laws ex post facto. Which is ... UNCONSTITUTIONAL. (btw, the Constitution is a nice read, try it sometimes. Or find someone who CAN read, and have them read it to you, s-l-o-w-l-y so you'll understand it.)

That is where they've gone fishing for votes this time as well. Pennsylvania was a closer presidential race than Ohio was but the Democrats wanted to flip another state, not lose one. Keep counting until they win. That's all.
