The primary mission of the DoD MUST remain to fight and win wars.

I see no harm in examining ways to ADD force structure to perform the Nation Building / PeaceKeeping / Peace Enforcement mission, but any attempt to expand the EXISTING military force to accomplish these missions separate from combat operations, is doomed to failure.

Create a new, all inclusive and properly equipped branch of the DoD to perform the nation building mission - an Expeditionary Legion.
