Ned Ray did this at a time when we were making real efforts to control the costs of health care. But the economy grew faster. A growing economy and real efforts to control costs, it doesn't get any better than that, yet it is still a financial quagmire that failed.
Liberal socialism runs on other people's money and it always fails when they run out of other people's money.
