Even if there were CCW in California, the victim was 19. Most states require a CCW holder to be at least 21.

People shouldn't be forced to shut up because they fear you might shoot them. Neither should they fear shushing people because they might get jumped in the parking lot. Carrying should be a shield, not a sword.

No go, the victim was 19 and federal law requires that you have to be 21 to purchase a handgun. I would wager (but can't prove) that extends to carrying a handgun as well. What I can say for certain is that my state, Texas, does indeed require that you be over 21 before you can be issued a CHL. If there is a state that issues CHL's to those under 21, I'd like to hear it.
