I saw that on the WAPO site this AM. The author does not seem particularly well informed,and can't seem to decide: Is this a threat,or not ?

I think this is a res ipsa loquitur proposition. There was a fairly successful bioterror attack upon the US-the perpetrators of which are apparently still at large.
