I'm sure that's a typographical error. What they meant to say is "least valuable."
These are people who are illiterate in two languages and have a bent for crime.

If the people were considered valuable, there would be a Berlin Wall around Mexico!

Of course the people do become valuable when they are sending American Dollars home to Mexico, so I'm surprised there isn't discount travel tickets offered by the government to the Mexico/US border.
