The article gives little detail into the case apart from the fact that 3,500 hectares of the estate are owned by the state.
Without any actual facts involved it is a bit early to compare it with Mugabe. After all some of the land (but not all) is owned by the state. This seems to be more like an isolated incident.
In any case, the Venezuelan government should either pay the owners fair value for this expropriation or be held accountable for as long as it takes to be paid (IE Cuba).
