How 'bout this? We hide a gps device in the drone and we 'crash' it near one of their dummy nuclear spots. Then when they come and pick it up we start monitoring the position reported by the embedded gps device! You know darned well they'll take it straight to their 'nuclear' experts and then we'll know exactly where to do our next search!

How about this. We send the material to make a Nuclear bomb, only it is contained in a nuclear bomb. And when it burrows into the earth at one of these sites it explodes.
