If you mean would a run-off election be a way to settle this, I would say no. A run-off is for a specific purpose, like if several candidates are running in a primary election and nobody gets at least 50% of the vote. They have a run-off between the top two vote-getters to see which can top 50% so they can run against the other party's candidate. A contested election is not settled by a run-off, but by other means.

No, I meant did they allow run-offs, which would then be a contradiction to the governor election being held simultaneous with the legislative elections.
