That sounds like a serperatist movement to me. Whether they are terrorist in nature has apperantly not been validate by us. In respect to Chechnian rebels, all I have to say is Beslan. Turkey is in an incredibly important location, bordering Greece, Bulgaria, Georgia, Armenia, Iran, Iraq, and Syria, plus it owns the Bosporous Straits, the outlet from the Black Sea, Russia's only warm-weather ocean access.
Simultaneously European and Middle Eastern, they have been getting the cold shoulder in their attempts to join the European Union.
I think this is a calculated move to give the Euro-snobs a poke in the eye.

The SCO's creation was a blowback to Clinton foreign policy. It all has to do with Clinton policy in the 90s that was linked to spreading Islamic separatist movements into Yugoslavia - Russia - India - China and the 'Stans in an attempt to destabilize them and weaken them - some say to facilitate access to energy resources and pipeline routes by the West - using Saudi Arabia and Pakistan supported Islamic separatist movements as facilitators of that goal.
The so called "Great Game" which backfired.
