The OT, when done right, was a time of Kings and so on. Democracy does not necessarily rule in the Biblical sense. Read Samuel and Kings.

God didn't want Israel to have kings. God pointed out that they would, on the main, screw Israel up. God was right -- whaddya know. Now the King of Kings sits on the heavenly throne, permanently putting an end to this sordid story.
