The current legal theory is, well, pretty much that. Pay the tax when you get your shipment of cigarettes, since that is when the tax is owed.
This is ludicrous.
"It's against the law to buy something out of state and bring it in and avoid sales tax," Bloomberg said. Is that really the law in New York? If so, he's going to be sending out a hell of a lot of letters - and it'll only be a matter of time before the rest of the nation realizes that Mayor Mike lost the lid to Pandora's box full of tax hikes.

Under Bloomberg's theory ANYTHING ordered on the Internet and delivered to his taxing jurisdiction should be subject to Sales Tax. Don't think that will fly very far.
