WTOP reporting the problem with guy in van is domestic matter. He apparently lost custody of his daughter.
Another TV station is reporting that once stopped, the driver of the van acted distraught and said he had 15 gallons of gas and would blow up the van if he didn't get his child back.

WASHINGTON, Jan 18 (Reuters) - A man in a van who was stopped by police and Secret Service outside the U.S. Treasury near the White House on Tuesday was disturbed by a domestic problem and not engaged in terrorism, an FBI spokeswoman said.
"It's domestic, not terrorism," said an FBI spokeswoman. "The man apparently is claiming he has 15 gallons (57 litres) of gasoline in his van and he'll blow it up if he doesn't get his child back. Law enforcement is trying to address it."
The incident sparked an emergency in the area around the White House as preparations were under way for President George W. Bush's inauguration on Thrusday.

I was thinking the same thing. Last I heard, MLRS.... takes out everything in an area the size of a football field or so.... total devastation.

The FBI says a man distraught over a child custody case is threatening to blow up his van near the White House.
The episode has promoted a standoff with police.
An FBI spokeswoman says the van driver claims to have 15 gallons of gasoline.
According to her, he says he'll "blow it up if he doesn't get his child back."
The incident occurred along the parade route that President Bush will travel on Thursday after his inauguration.
Streets in the area have been blocked off, and pedestrians evacuated.
It's no big deal. It's just some guy upset.
I've seen videos on the internet... the vehicles usually just catch on fire.
