The answer might be for the person to have to agree to pay back the money it costs for the procedure once they have a productive job. Make them sign some sort of contract or something.

Not at all. If it were up to me, I wouldn't have them shell out a dime for this. My point is simply that, the way the govt wastes money, if they are going to do it anyway, make the recipients culpable in some way.
