HARTFORD, Conn. -- Despite what residents may have seen on television, the state of Connecticut was not ordered evacuated on Tuesday. "There is absolutely no evacuation or state emergency," said Kerry Flaherty, of the Office of Emergency Management. "It was an erroneous message." The department was investigating how the alert was sent. Officials said it is manually released to broadcasters.
The error prompted Gov. M. Jodi Rell to issue a statement reassuring residents. "We are looking into the circumstances and will take every step necessary to make certain this type of problem does not reoccur in the future," she said.
State police said they received no calls related to the erroneous alert.

Anybody in CT see/hear this? Where did they say to evacuate to... MA... NY... RI?
They merely wanted to close Connecticut for spring cleaning.
Remember those tests on the radio and tv. "BEEEEEEPPPPP. this is a test of the emergency broadcasting network. this was just a test. if this had not been a test we would have told you . . "
where were these guys on 9-11 ? during the florida hurricane? has anyone ever heard this annoying sound and had it NOT be a test?
also, did they just give up? I haven't heard one in years.
In the Spring and Fall in Atlanta we hear them when there is a tornado warning.
When I was in radio, I always wanted to modify the end-text of the then EBS test message to say, "If this had been an actual emergency, you would have been instructed to put your head between your knees, and kiss your butt good-bye." - but I never did...

Usually, it's just a test but sometimes for storm-warnings.

Exactly. Even on 9/11 there were no Emergency Broadcast System alerts.
Does it take a nuclear bomb going off to set these things off (for a real situation?)

We see the EBS tests weekly here, but at odd hours, like 1:30 am

...which demonstrates the value of the system, doesn't it? The emergency message "EVACUATE!" was officially broadcast and no one got up from their seat to leave. No one even bothered to call and verify.
Apparently the Emergency Broadcast System is entirely worthless.
My Dad worked for Civil defense in Maine, and years ago they sent out the wrong message, telling everybody to go to a shelter.
Instead of big retractions and finger pointing, the person who did it (it wasn"t Dad) simply got on the microphone and said "OOPS, sorry, wrong button".
In some parts of the country they are used for tornado warnings.
hmm...not here.
