Do you know any of the "facilitators"? Are you currently involved in "Tulsa Talks"? Are you a public school teacher or do you work in the county or city government?
Mayor LaFortune is a RINO. As are many in the cities government. Enough said there....
If you honestly think the "outcome is too difficult to engineer" you know nothing about the Delphi Technique, or it's equivalents.

- Yes on the first part, no on the second.

- No, not to my knowledge. If there are several hundred, then odds are I do know, or will know, some.

- No, But I'm considering it. I've got one starting K next year. If the process is valid and results in TPS improvements, then why not? I'm stingy with my money, not my time.

- No. But I've already disclosed that I have a vested interest; she's five.
I want to understand this issue. I'm not saying you are totally groundless, I'm simply saying that you have yet to provide any support for your psy-ops thesis.
In contrast, I'm seeing requests in various places for several hundred volunteer facilitators and 10,000 participants. That's seems real to me, more real than your conjecture at this point.
Go make a phone call, and ask to be a facilitator. Then when they say...those spots are filled. Ask when they were filled. Don't take, "We don't know that exactly" for an answer. Get back to me.
