I can see outlawing smoking in elevators, but other than that, let the prorietors make the call...MUD
Let the marketplace determine whether or not to allow smoking or not. If a business decides they'll make more money if they go non-smoking, then good for them. If another place says, they'd rather allow smoking, then good for them too. People will go where they want.
