seems that velcro would be noisy.

Yeah, but they only went to the Velcro ones when the 3M "Post-It" uniform closures didn't pass the underwater testing.

easy-to-use Velcro openings

Easy to use until they get dirty or muddy; then, they don't work. On the plus side, if clean, they can be closed easily with gloves.
