Secretary of State Condoleeza Rice has proposed a $100 monthly allowance to terrorists who agree to lay down their arms and retire or find another profession.

This has got to be one of the most ludicrous proposals yet by the Bush Administration. Somehow I don't think that giving them our taxpayer money to buy more guns will solve the problem.

No this is pure genius. Think about it. If a terrorist decides to leave the "clan" for filthy American $, he's a marked man. Its a very subtle way of letting them take out their own trash. Then we can figure out where the ring leaders are. I doubt if we'd ever pay a nickle.
